🔄 Resizable Permit Review & Dispatch Polish

This is a quality-focused release driven by customer live-testing feedback. Reviewing permits now fits your screen better, driver tracking is more reliable on the dashboard, and the dispatch board reads cleaner. Thank you to the teams who surfaced these.

Permits & Routing
The Review Permit modal is now fully resizable. Drag the sidebar, the map, and the document pane independently to fit your screen and your workflow. In side-by-side mode the document viewer now sits flush to the right. Rapid tab switching and flipping between horizontal and vertical layouts no longer crashes the modal.
- Driver tracking was occasionally rendering only some of a load's route legs when the map style loaded under tight timing conditions. The root cause is fixed, the layer now self-heals if a leg is silently dropped, and errors are captured for visibility instead of disappearing.
- Editing a planned route no longer loses your unsaved notes when you switch tabs and come back.
Dispatch & Scheduling
The project card and crew card got a layout pass driven by live customer testing. Cards read more cleanly, resource tags carry status colors, crew assignments are clearer, and copying a project date always creates a distinct card.
- The "Create..." option in the project search dropdown is now hidden outside of flows that actually support creating a new project. Clicking it from the global search bar previously navigated to a broken URL.
